Duties

• Leads assigned program, portfolio and/or product line teams in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational established priorities to ensure timely accomplishment of assigned team tasks and ensuring that each employee has an integral role in developing the final team products and deliverables.
• Responsible for defining and guiding high-level product / application portfolio goals and Roadmaps, monitoring and communicating progress and defining functional capabilities and features.
• Develops or provides input to planning, budget, security strategies, configuration, risk management, Objective and Key Results (OKRs), success criteria, and other processes related to assigned IT Programs, platforms and/or product lines. Reviews assigned program, platform and/or product line effectiveness with a view toward efficient accomplishment of objectives, goals, maximum utilization of funds and personnel, and successful interaction with related programs and operations of other Organizational elements of the Corporation.
• Provides guidance, justifications for major program, platform and/or product change recommendations, mitigate risks, and ensures that the introduction of new technologies into the existing environments is consistent with the FDIC policies, security requirements, enterprise architecture and strategic goals. Analyzes customer information systems requirements to determine the appropriate products and/or services necessary to satisfy customer requirements.
• Coaches the program, portfolio and/or product line teams in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices, and procedures and assists the team and/or individual members in identifying the parameters of a viable solution.
• Represent the program, portfolio and/or product team and conveys the team's findings and recommendations in meetings and dealings with other team leaders, program officials, leadership, stakeholders, and other customers on issues related to or that have an impact on the team's objectives, work products, and/or tasks.
• Determines all resources required to plan, analyze, develop, implement, or manage the assigned programs, portfolio, and/or product line(s), and submits funding requests for resources through the FDIC budget process. Assembles a team of technical experts and acquires resources including corporate and vendor IT services, equipment and other necessary items. Coordinates resources across organizational elements as necessary.

The candidate selected will be offered a term appointment not-to-exceed four years, which may not be extended beyond the maximum four-year time limitation.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-14 grade level or above in the Federal service. Specialized experience is defined as leading or managing IT transformation program teams that include platforms or product lines involving enterprise-wide efforts, development activities, migration efforts from on premise to cloud platform, or architectural changes.

You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following competencies:

• Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Selectee(s) for this position will be required to report to their duty station office two days per week.
Salary reflects a pay cap for this position of $252,500.

• Ability to manage technically complex program, platform and/or product lines, to identify critical program, platform and/or product lines goals and objectives, and develop plans and processes designed to achieve those goals.
• Ability to communicate orally to present and discuss complex technical information, findings and recommendations to technical and nontechnical professionals, management at all levels, and others during meetings and presentations.
• Ability to communicate in writing to present findings and recommendations to both technical and nontechnical professionals, and management at all levels.
• Skill in applying program, platform, and/or product management principles, methods, and practices including plan and schedule development, resource requirement estimation, milestone and deliverable definition, activity monitoring, and accomplishment evaluation and reporting.
• Ability to plan, organize, lead, and conduct comprehensive technology and acquisition analyses that affect a broad spectrum of IT and other technical programs, platforms and/or products and tasks.
