Job Description:
GTSC hiring a Director of Corporate Contracts & Procurement.
The Director manages the Corporate Contracts & Procurement function leading the oversight and administration of GTSC and its operating subsidiaries awards and subcontracts. The position recruits, supervises and provides guidance, training and coaching to contracts department staff and is responsible for the overall management and compliance of the Corporate Contracts & Procurement function associated primarily with U.S. Government (USG) and corporate contracts.
This full-time position is on-site at Chantilly, Virginia, GTSC's Headquarters. Potential for future hybrid work schedule will be determined after full integration into GTSC senior staff.
RESPONSIBILITIES
Management and oversight of the Corporate Contracts & Procurement Function Manage the daily operation of the Corporate Contracts function including work assignments, approve leave and coverage assignments, assessing and managing staffing needs, ensuring internal audit findings are cleared, approving submissions to external auditors and assisting contracts staff with complex contractual issues. Provide supervision, training, coaching, and mentoring for all staff assigned and staff delegated authority to perform contract functions. Supervisory responsibilities include, but are not limited to, recruiting new staff according to budget and workload requirements, meeting with staff on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to GTSC policies, Standard Operating Procedures, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible. Contracts & Procurement Policy and Compliance Oversee and manage the federally or donor required reports and certifications that GTSC must complete. Keep abreast of new, revised or revoked Federal regulations. Ensure timely education of GTSC staff and direct and manage any actions required by new regulations to be taken by the Corporate Contracts & Procurement Function and/or GTSC as an organization. Prepare, maintain, update, and deliver to GTSC staff corporate regulations and related topics trainings. Lead the development and review of Corporate Contracts Function systems, standard operating procedures, manuals, and tools. Direct, perform, manage, and oversee the development of all contracts & procurement related standard policies and procedures needed for the implementation of contract/cooperative agreement compliance assurance tasks. Direct, perform, manage, and oversee the development of subcontract templates for use under USG and subcontract awards. Analyze existing templates to determine which are final, which need updating and which need to be created. Work with outside counsel as needed. Manage and oversee the development of assessment, mitigation and monitoring of subcontracts. Analyze procedures, resources, and tools to ensure monitoring is done in a comprehensive and efficient manner. Monitor projects' compliance with the terms and conditions of the contract and compliance with GTSC policies and standards. Provide oversight of corporate and field-based contracts and compliance related tasks. Provide feedback and training as needed to corporate and field-based contracts staff. Direct, perform, manage, and oversee the procurement of technical services.
through competitive processes for overhead funded initiatives for the GTSC technical excellence groups and offices. Activities include drafting RFPs, selecting organizations, negotiating, and administering resultant contracts, approving invoices and closing out the contracts. Assume responsibility for and/or delegate and oversee all contract administration and contract management functions as assigned Negotiating prime DOD And Civilian Agency contracts and subcontracts ensuring regulations, terms and conditions are acceptable to GTSC. Preparing and presenting contract readings for assigned projects. Drafting and negotiating DOD And Civilian Agency approval and waiver requests; reviewing and signing off on DOD And Civilian Agency approvals for pharmaceuticals before submission to DOD And Civilian Agency for Prime DOD And Civilian Agency contracts/cooperative agreements. Monitoring compliance with the terms and conditions of the contracts and cooperative agreements and developing and implementing spot checking plans. Providing technical assistance and training to project staff on contract/cooperative agreement compliance, donor regulations and GTSC SOPs. Contract close out and other contracts-related activities Assume responsibility for and/or delegating and overseeing the administration, monitoring and compliance of subcontracts (contracts, subcontracts and other agreements) for full life cycle through close out. Develop subcontract strategies. Assess, mitigate, and develop monitoring plans. Draft, negotiate and sign subcontracts ensuring appropriate regulations, terms and conditions are included in the subcontract. Develop and draft amendments to subcontracts. Educate subcontractors on US Government regulations, monitor compliance, perform spot checks, and provide follow up training as necessary. Work with finance staff to review provisional and indirect cost rate adjustments and reconciliation for subcontract invoices as needed.
QUALIFICATIONS
Education and Experience: Required: Advanced degree in business administration or related field or bachelor's degree and appropriate professional certification(s) from NCMA. Required: Minimum of 10 years of experience managing corporate contract support services in the areas described in above Experience in strategic planning. Experience supervising staff. Experience in developing and implementing organization compliance programs. U.S. Citizen - eligible for security clearance Preferred: 5 - 10 years of experience in Intel Agency contracts contract/award management Relevant NCMA professional certifications Current security clearance of Secret or higher desired. Not required. Knowledge and Skills: Expertise in interpreting USG regulations and agreement terms and conditions into project operations. Demonstrated advanced experience in Government Contracting. Demonstrated U.S. government contract management and budget. DOD And Civilian Agency contracts administration experience preferred. Excellent verbal and written communications skills. Excellent analytical and problem solving. Competencies: Able to handle confidential and sensitive information with the utmost discretion. Ability to work independently with little or no supervision. Flexibility to assume a workload which frequently necessitates an adjustment of priorities. Firm understanding and sense for the importance of paying attention to detail. Ability to work in a team-oriented environment. Ability and availability to travel as needed. Ability to think strategically.
