Job Description:

Brookhaven National Laboratory (BNL) is the building site for the Electron-Ion Collider (EIC), a one-of-a-kind nuclear physics research facility. The EIC will be a discovery machine for unlocking the secrets of the "glue" that binds the building blocks of visible matter in the universe. The machine design is based on the existing and highly optimized RHIC Ion-Ion collider. It will consist of two intersecting accelerators, one producing an intense beam of electrons, the other a beam of protons or heavier atomic nuclei which are steered into collisions. Beyond sparking scientific discoveries in a new frontier of fundamental physics, the Electron-Ion Collider will trigger technological breakthroughs that have broad-ranging impact on human health and national challenges.

Position Description

Reporting to the EIC Project Manager, in his/her role of Project Support Office Director within the BNL EIC directorate, this position will oversee and set direction for the Group Leaders of Project Performance and Business Operations within the Project Support Office.

Essential Duties and Responsibilities:
Collaborate with EIC project leads, project management group, other teams, and group leaders and staff to provide high level project support related to business operations, project controls, staff planning financial and forecasting.
Oversee the implementation and maintenance of all project performance systems, including risk management.
Oversee business administrative functions within the organization and implement BNL and EIC administrative policy and procedures.
Develop and maintain the schedule and time-phased cost plan for the EIC Project.
Ensure periodic analyses of the project schedule.
Ensure proper earned value measurement techniques are consistent with BNL's DOE Certified Earned Value Management System (EVMS) Description and using critical path methodology.
Prepare and provide recommendations to leadership on differing funding scenarios and their impacts.
Deliver on required DOE monthly reporting and other performance reports.
Strive to build and maintain a productive, respectful work environment.


Required Knowledge, Skills, and Abilities
Bachelor's degree in business administration or a related field
15 years related experience in project performance, including at least 5 years in a management position and broad and in-depth project management experience
Experience with overseeing financial and project control functions on large federal government projects in compliance with DOE Order 413.3B
Extensive experience using project management software, including Primavera P6 Deltek Cobra, SharePoint and Microsoft Excel
Excellent written and oral communication skills and the capability to productively work in a team environment.
Demonstrated ability to manage, motivate, direct and lead effectively among a diverse group of scientific, technical and administrative personnel.


Preferred Knowledge, Skills, and Abilities:
Advanced (MS or MBA) degree or equivalent.
Working knowledge of BNL's PeopleSoft Financials and Labor Cost Distribution systems.
In-depth knowledge of BNL and DOE policies and procedures.

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $179,050 - $297,200 / year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
